BCA releases identity of officer involved in Minneapolis use-of-force incident
ST. PAUL — The Minnesota Department of Public Safety’s Bureau of Criminal Apprehension (BCA) has identified the Minneapolis police officer who used force during the Oct. 8 use-of-force incident involving a 16-year-old male in Minneapolis.
- Officer Tedros Semere fired his department-issued firearm. He has five years of law enforcement experience. The Minneapolis Police Department has placed him on critical incident leave.
According to the BCA’s preliminary investigation, Minneapolis police officers responded to a report of an attempted carjacking at about 4:45 p.m. near the intersection of W. 31st Street and Pillsbury Avenue. While officers were responding, a second carjacking was reported a block away at W. 31st Street and Pleasant Avenue. The suspect, later identified as the 16-year-old male, took the second victim’s 2011 Honda Accord at gunpoint and drove away.
Minneapolis police personnel monitoring cameras in the area of the carjacking provided officers with updates on the vehicle’s location as they were responding. Officer Semere and his partner were traveling north on the 3000 block of Pleasant Avenue when they and other officers encountered the vehicle traveling southbound. The suspect drove past the squad with Officer Semere and his partner but stopped when he encountered a second squad and could not pass. Seeing the car stop, Officer Semere and his partner exited their squad. The suspect reversed the Honda Accord and sped backwards towards the officers, striking their squad and a parked vehicle. Officer Semere fired once toward the suspect in the vehicle. The suspect exited and ran from the vehicle. Officers took him into custody near the intersection of Grand Avenue and W 31St Street. He was uninjured in the shooting but was taken to Hennepin County Medical Center for evaluation before being placed at the Hennepin Juvenile Detention Center. None of the officers involved were injured.
BCA crime scene personnel recovered a handgun at the scene. Portions of this incident were captured on various cameras that were in use at the time of the incident.
The Minneapolis Police Department requested the BCA investigate this use-of-force incident. Once the investigation is complete, the BCA will present its findings without recommendation to the Hennepin County Attorney’s Office for review.
