State Auditor Julie Blaha Releases 2024 County Finances Report - October 2, 2026

“Minnesota counties saw strong revenue growth in 2024, but spending climbed even faster as communities invested in services and major projects,” said State Auditor Julie Blaha.

ST. PAUL, Minn.  – The Office of the State Auditor (OSA) released the 2024 Minnesota County Finances Report today. In 2024, county governmental fund revenues totaled $10.3 billion, up 5% from 2023. Governmental fund expenditures reached $10.5 billion, an increase of 9.5%, driven by higher current expenditures and a sharp rise in capital outlays.

In 2024, county governmental revenues increased by 5% and governmental expenditures increased by 9.5%. The largest sources of revenue were taxes, state grants and federal grants, making up 81.2% of total county revenues. The largest sources of governmental expenditures were human services, general government, public safety, streets and highways, accounting for 82.2% of all county spending.

 

The highlights from the 2024 report include:

  • Minnesota county governmental revenues totaled $10.3 billion, a 5% increase from 2023.

  • Counties reported total governmental expenditures reached $10.5 billion, rising 9.5% from 2023, with capital outlays increasing by 21.9%.

  • Outstanding long-term debt was reported at $4.5 billion, up 2.8% from 2023, with most debt in the form of bonds.

  • Minnesota counties’ enterprise operating losses rose 23.6% to $262.1 million in 2024, while net income fell 53.6% to $31.6 million.

  • Minnesota counties’ unrestricted fund balances of the General and Special Revenue Funds totaled $3.9 billion, a 7% increase from 2023.

Over the past decade, county governmental revenues rose 61%, and governmental expenditures grew by 59.3%. After adjusting for inflation, revenues rose by 20.6%, and expenditures by 19.3% over this period.
